Lane County approves contracts for health‑related social needs and funds St. Vincent de Paul site improvements

Lane County commissioners on April 1 approved a package of Health & Human Services contract actions and a separate agreement supporting St. Vincent de Paul’s expansion of services to people experiencing homelessness.
The board approved contracts with the City of Eugene to continue mobile crisis response coordination, and agreements with PacificSource Administrators and Trillium Community Health Plan to deliver health‑related social needs (HRSN) services — including housing and nutrition benefits and outreach — to eligible health plan members. The board also approved an amendment to a Workforce Innovation and Opportunity Act agreement with Lane Workforce Partnership.
County staff described HRSN services as supports that coordinate housing benefits, nutrition assistance and outreach for eligible members of the coordinated care organizations. Zach (staff presenter) said the agreements continue partnerships intended to link health plan members with social services that address non‑medical needs affecting health.
Separately, the board approved a state‑funded agreement with the St. Vincent de Paul Society to purchase land and develop the Shiley Resource Center, a site adjacent to the existing Dusk to Dawn service area. County staff said the facility will offer restrooms, showers, a gathering place and office space for partner agencies and will focus on sheltering people with mobility challenges. The project is funded with state All‑in Lane County monies routed through the county to local providers; staff said the center is expected to open in two weeks.
Vice Chair Senega moved to approve the contract package with the City of Eugene, PacificSource, Trillium and Lane Workforce Partnership; the motion was seconded by Chair Lovell and carried 4–0. The separate St. Vincent de Paul agreement was moved by Vice Chair Senega, seconded by Chair Lovell and approved 4–0.
