Commission discusses payment hold, corrects Winsborough award and defers Southeast Water District request

During other business the Water Sector Commission addressed three administrative items: pending payments held for lack of budget authority, a correction to a past Winsborough approval, and a late submission from Southeast Water District No. 2.
Tracy Watts explained that payments are on hold until GOSEP secures additional budget authority (BA 7) expected to be addressed at the Joint Legislative Committee on the Budget meeting tomorrow. Staff said about $37,300,000 in payments are ready to be made once the BA 7 is signed.
The commission then approved a numeric correction to a previously approved additional funding amount for Winsborough (a sewer project). Staff explained the earlier approval used incorrect amounts and the record must be corrected and routed through JLCB for the amendment; Senator Reese moved and the commission approved the correction by voice vote without objection.
Finally, representatives from Southeast Water District No. 2 requested an additional $473,000 after bids came in on three contracts. Staff reported they had not received the request in time for full review (the submission apparently arrived Monday), and commissioners asked the district to request bid extensions if needed and return next month. The commission deferred consideration to allow staff review and ensure fairness to other applicants.
