BESE committee adopts legislative tracking process, asks members to monitor bills daily

The State Board of Elementary and Secondary Education (BESE) Legislation and Governmental Affairs Committee approved an update report on the 2025 regular legislative session and adopted a legislative‑tracking process to guide the board’s positions during session. The motion to accept the update was moved by Dr. Armstrong and seconded by Mister Morris; the motion passed with no objections.
A committee presenter told members the board will rely on a legislative tracker produced by BESE staff and a staff member named Ben. The presenter said board members “will need to be looking at [the tracker] on a daily basis as we go forward” and that many fiscal notes and education bills have yet to be released. The presenter added that Ben has “graciously said he will answer text, phone calls, or anything 24 hours a day.”
The presenter said the board’s policy positions will be developed as bills and fiscal notes emerge and that some bills related to education may be routed through non‑education committees, including finance. He said the board will set up regular phone calls and outreach to keep members coordinated as the session progresses.
Committee members thanked staff for the update and the tracker tool and emphasized that the session will become busy as fiscal notes and high‑priority bills are filed. The committee voted to adopt the update and directed staff to continue adding bills to the tracker when members request it.
