BESE task force fails to reach quorum; members raise proxy and remote‑participation concerns
Summary

A task force member noted, “One of the things in the bylaws is that proxies are not considered for the quorum, and cannot vote.” Members said this has contributed to repeated instances where many seats are represented only by proxies and the group is unable to take formal action.
What members asked for
Multiple members urged that the committee place proxy and quorum rules on a future agenda so BESE can consider changes to bylaws or policy. Suggestions included: allowing limited proxy voting for certain member types, adopting clearer communications about proxy rules so members understand a proxy cannot vote, and offering remote participation (for example, a Zoom option) when permitted by law and policy.
Members also raised the idea of reconsidering the task force membership size and composition, arguing a smaller or differently structured body might be more likely to convene a quorum and perform technical review work. One member asked staff to place the proxy/quorum issue on the next meeting agenda and to send materials in advance so members can review.
Outcome
No formal action was taken because the meeting lacked a quorum. Staff and members agreed to schedule additional meetings (possible August date discussed) and to add the proxy/quorum rule discussion to a future agenda. The group also discussed options to provide more technical briefings in advance of future meetings.
