Shelby, the planner presenting the staff report, said the property had been annexed and zoned as a Planned Unit Development in 2019 and that the current final plat conforms to the prior PUD and subdivision requirements. “Staff recommends approval of the final plat with the following conditions,” Shelby said, listing the civil‑plan approvals, TxDOT access approvals and the park‑dedication payment.
Staff explained that Lot 3’s construction plans have already received approval and that Lots 1 and 2 remain under civil review. Shelby read the PUD-required lot sizes included in the original zoning: Lot 1 must be 341,300 square feet, Lot 2 58,600 square feet and Lot 3 559,900 square feet as recorded in the zoning materials on file; staff said the final plat conforms to those requirements.
The applicant disputed the park‑dedication requirement in a written comment to staff, saying the fee did not apply because the lots do not contain residential dwellings; staff disagreed and the commission left the fee requirement in the approval conditions. The applicant’s representative said they have been coordinating with TxDOT on driveway permits and staff indicated that coordination is ongoing.
Commissioner Jim Jerome moved to approve the final plat subject to the three staff recommendations; Holly Rickert seconded and the motion carried.
