The Fredericksburg Planning and Zoning Commission voted to deny a conditional use permit application (Z-2502) from Frost Bank to allow a drive‑through at 1415 East Main Street.
The denial stems from two issues staff and commissioners emphasized: the proposed building massing and “tower” element conflicted with the city’s Entry Corridor design expectations, and the drive‑through circulation placed vehicle stacking where it would pass through pedestrian and parking areas.
Phil, the staff reviewer, told the commission that staff recommended approval of the conditional‑use portion of the application but not the entry‑corridor design: “We don’t feel that the proposed design is in keeping with that Texas Hill Country aesthetic that we’re looking for,” he said, noting staff concerns about building height and a tower feature.
Several commissioners and members of the public also flagged vehicle‑pedestrian safety on the site plan. Curtis, a commissioner, said the proposed circulation was unsafe and likely to create conflicts: “The drive through access is problematic … The way this is configured, you’re creating a lot of inner‑conflict between pedestrians, parked cars backing out and other cars trying to pass through to get to the drive‑through … the entry to your stack needs to be somehow either secondary or somehow separated from where you’ve got all that parking and pedestrian traffic.”
The applicant presented elevations and materials, and the architect described a mix of limestone, stucco and metal panels. Commissioners debated whether a contemporary design could be acceptable on East Main but repeatedly returned to the circulation/safety issue as an unresolved problem.
A motion to deny the conditional use permit carried on a commission vote; the mover and seconder were not named in the public record of the transcript. Commission staff said they would forward the denial and the commission’s comments to City Council so the council would understand the design and safety concerns.
