Controlling Board approves $51,000 feasibility study for Department of Health meeting-space renovation

The State Controlling Board on April 7 approved item 34, a proposed feasibility study for the Ohio Department of Health to evaluate renovating space in the 246 Building for meeting and stakeholder use.
Lisa Griffin, director of government affairs at the Ohio Department of Health, told the board the space — near the building entrance — could be used for meeting rooms for staff and the public and to host boards and commissions. Griffin said the department moved into the first floor of the 246 Building in February 2024 and is seeking to utilize that space.
Representative Stewart asked whether the building is state-owned or leased; Ms. Griffin said she believes the building is state-owned and offered to confirm. On whether the feasibility study is required by the Ohio Facilities Construction Commission (OFCC), Ms. Griffin said, “my understanding is that they do require a feasibility study. I think OFCC is here if you wanted to learn more about their process.”
Representative Stewart raised concerns about spending roughly $51,000 for a study on meeting-space renovation and asked for more background; Ms. Griffin reiterated the agency’s need to determine appropriate uses for the space and noted OFCC’s feasibility process as part of the review.
The board approved the item after discussion. The department said it would confirm building ownership and provide any additional requested details to board members.
