On April 8 the Ohio House Finance Committee adopted an omnibus amendment to the state operating bill and, after roll-call voting, favorably reported amended substitute House Bill 96 to the Rules and Reference Committee by a 19-10 margin.
Vice Chair Davila moved to amend substitute House Bill 96 with amendment 2698-1; the committee accepted the omnibus amendment by unanimous consent earlier in the session. Later, Vice Chair Davila moved that the committee favorably report the amended substitute and recommend its passage. The clerk conducted a roll-call vote; the chair announced, “With 19 affirmative votes and 10 negative votes, this bill will be favorably reported to the Rules and Reference Committee.”
The clerk recorded individual votes during the roll call (as spoken in committee): Stewart — yes; Davila — yes; Sweeney — no; Abrams — yes; Baker — no; Bird — yes; Calendar — yes; Glassburn — no; Grimm — no; Hall — yes; Hoops — yes; Isaacson — no; Gerald — no; John — yes; Johnson — yes; Jones — yes; Manning — yes; Piccolantonio — no; Plummer — yes; Ray — yes; Robinson — no; Romer — yes; Schmidt — yes; Simms — no; Thomas — yes; Troy — no; White — yes; Willis — yes; Young — yes. The chair granted LSC harmonizing authority for the committee report and instructed members to sign the sheet before leaving to ensure their vote counted.
Committee leaders thanked staff, advocates and witnesses and said floor debate on the substance of the bill would continue the following day. The committee then adjourned.
