House Finance Committee advances amended state operating bill after 19-10 vote

Vice Chair Davila moved to amend the substitute bill with Amendment 2698-1; committee members were directed to the full amendment on the committee website and on members’ iPads. Committee business proceeded after the chair asked whether there were objections to accepting the omnibus amendment; hearing none, the chair said the amendment was accepted and made part of the committee record.
Ranking Member Sweeney delivered a brief floor statement before the final vote, saying his caucus had supported every budget since 2018 but that on this measure "we have simply 2 different versions of what the Ohio budget should be," and that his caucus would record its disagreement on the floor. Chair Stewart thanked members, staff and witnesses for a lengthy process that included extensive hearings and public input.
After those remarks, Vice Chair Davila moved that the committee "favorably report amended substitute House Bill 96 and recommend its passage." The clerk called the roll; the committee recorded 19 affirmative votes and 10 negative votes. The chair announced that the bill would be reported to Rules and Reference and that the Legislative Service Commission (LSC) was granted harmonizing authority for the committee report.
