Centerville expands Uptown DORA boundary for Americana Festival, loosens cup rules for businesses

Joey O’Brien, city staff, explained the two principal changes: (1) restaurants would be able to order cup sizes and styles that fit their operations (stickers or city‑provided logos would identify official DORA cups) rather than buying a fixed $500 minimum lot of cups; and (2) the city would allow a temporary 22.2‑acre expansion north of the permanent Uptown DORA to match the Americana Festival’s event footprint for specific dates and hours on request. O’Brien said the temporary area would be activated only for specified times and that festival organizers would be responsible for signage and trash management during activation.
Police and staff told council they have not recorded an uptick in alcohol‑related problems tied to the DORA’s operation over the past year. Chief Brown said he was not aware of an increase in drunken behavior linked to the DORA since it opened. Council members asked about counterfeit or off‑menu beverages; O’Brien said enforcement would treat illicit or counterfeit DORA cups as open‑container violations and that the city could amend rules if problems arise.
The amended permanent boundary remains roughly 16 acres in Uptown Centerville; the temporary activation area adds municipal parks and North Main Street blocks up to the Americana event site. Participating businesses named in staff materials include Agave and Rye, Brunch Pub, City Barbecue and others; staff noted one prior participant closed and would be replaced on the list once a pending liquor license is finalized.
Council member Serra moved and Council member Engert seconded the resolution to approve the amended DORA; the council approved the resolution by voice vote. Staff said the city will submit the amended DORA application to the state following council action.
