Council approves sewer-lining procurement and CMAQ grant application; amphitheater ordinance moved to second reading

Painesville City Council on April 14 approved two resolutions — one directing the city manager to advertise for bids for sewer-lining work ahead of planned street paving, and another directing the city manager to submit a grant application to the Northeast Ohio Areawide Coordinating Agency (NOACA) for Congestion Mitigation and Air Quality (CMAQ) funding — and moved a third resolution on construction of a downtown amphitheater to a second reading.
The sewer-lining resolution covers rehabilitation of sanitary and storm sewers on North St. Clair Street, East Walnut Street, Harmon and Lincoln ahead of paving projects; the council was told $100,000 is budgeted in sanitary sewer funds and $100,000 in storm funds for the work. The CMAQ resolution would allow the city to apply for funding to upgrade the remainder of the city’s traffic signals (17 locations) and add remote monitoring capability so public works is notified immediately when signals go to flash.
Councilmembers voting in favor of the resolutions included Mr. Rodriguez, Mrs. Shoop, Mr. Abney, Mr. Augustine, Mrs. Donalo and Mr. Foter; each vote on the two adopted resolutions was called and recorded as “yes.” The amphitheater item, which drew a longer staff presentation about design and funding, was not adopted at this meeting. Staff reported an updated engineer’s estimate of $1,860,000 and said roughly $1,350,000 of the project cost is expected from a mix of capital funds, ARPA and state capital grants; council asked for more detailed renderings and moved the measure to a second reading for final design completion.
Other formal actions earlier in the meeting included a vote to excuse Councilmember Paul Hack from the evening and approval of the minutes from the prior meeting (with one member recorded as abstaining). Council also approved an amendment to the agenda to add an executive-session item on potential or pending litigation; the amendment passed by roll call.
The sewer-lining procurement will proceed to public advertisement so the city can receive bids and return to council with the lowest-and-best-bidder recommendation and associated change-order authority. The CMAQ application will be filed with NOACA under the city manager’s authority if the city meets NOACA’s application requirements and deadlines.
Council members and staff said the sewer work is timed to precede paving to avoid redoing pavement after pipe repairs, and they emphasized that the signal upgrades will improve maintenance response times for public works. The amphitheater project will return to council with updated plans and the necessary number of readings before final approval.
