At the Village of Airmont Community Design Review Committee meeting Tuesday, the applicant for a proposed school of religious instruction at 51 Church Road presented a site plan that prompted questions about parking, a tall retaining wall and emergency-vehicle circulation; staff and consultants requested additional studies and signed documentation before the file advances to the planning board.
The applicant said the parcel is roughly 96,200 square feet and that the school would not include dormitory housing. Planning staff explained the village parking standard yields a requirement of 138 spaces based on building square footage, while a seat-based calculation would require 62 spaces; the applicant said they propose 45 spaces and argued peak occupancy is seasonal, while school-day staffing and drop-off needs would be met by the proposed layout.
Site plans show a driveway loop around a central building with two curb cuts on Church Road to allow bus circulation. The design included a play area and a proposed tennis court; the applicant indicated the tennis court will be fenced to keep balls from entering Smith Hill Road. The plan requests variances for a retaining wall and fence taller than six feet, for front-yard parking, and for a floor-area-ratio of 0.46 where 0.40 is permitted.
Lou and the fire inspector raised safety questions: a fire-department letter requested that an aerial ladder truck be able to reach the building and flagged tight turning radii and a narrow roadway width at potential truck-turn locations. The building inspector also noted basement assembly spaces called out in the architecturals require review for light, ventilation and exit distances; the committee asked the applicant to have an architect address egress, exit separation and basement code compliance.
Fusco Engineering’s review letter and the village’s site-comments requested a signed SWPPP (stormwater pollution-prevention plan) and a certified survey; staff asked that the traffic study and other technical reports be provided in time for the planning board’s traffic engineer to comment. The applicant said they will attempt to refine turning radii and circulation geometry and will resubmit revised plans to the CDRC.
Next steps: the applicant was asked to provide the signed SWPPP, a certified survey, parking calculations tied to seating or square footage as appropriate, architecturals that show exit dimensions and light/ventilation for basement areas, and a traffic study in time for planning-board review.
