The Village of Vermont Community Design Review Committee on March 11 reviewed a proposed school of religious instruction at 51 Church Road and agreed the applicant may proceed to the Planning Board pending several clarifications and required studies.
Staff and committee members said the project will require variances for parking, parking setbacks and maximum development coverage, and recommended referral to the Zoning Board of Appeals for variances. Planning comments (Fusco letter) noted special‑use conditions and asked that play‑area fencing and landscaping adjacent to neighboring dwellings be clarified; the committee suggested a solid wood fence and landscaping around the play area be considered.
Engineering comments described additional submittal requirements, including signed and stamped design-engineering documents, executed E‑9 notices of intent and MS4 acceptance forms where applicable. The committee also reiterated that the access road must meet a minimum 20‑foot width and that the access does not contain the bus pickup/drop‑off area; the fire department must determine maneuverability for fire apparatus.
Staff reported the applicant is working with Colliers on a traffic study. The committee said because 2 Beatrix Road and 51 Church Road projects are close to one another, traffic analyses should account for both projects or coordinate findings if different consultants are used. Planning staff recommended treating the planning review in two stages: an initial workshop/notice of intent followed by a public hearing once outstanding studies are received.
The committee confirmed standard fire comments including showing building height (the fire inspector requested eave height be shown) and providing sprinkler/standpipe information as appropriate. The applicant was given the Planning Board submission schedule and told planning and engineering deadlines must be met to be placed on the May agenda.
Committee members signaled support for the applicant to submit to the Planning Board provided the listed documents and studies are completed; no formal vote occurred at the design‑review meeting.
