Commission authorizes rulemaking to create secondary mild/moderate special-education endorsement and to align PLT test for early-intervention special education

The commission on Jan. 10 authorized rulemaking to create a new supplemental licensure endorsement for mild/moderate disabilities (grades 7–12) and to change the required PLT assessment for the special-education birth-to-kindergarten endorsement.
The commission on Jan. 10 authorized the Mississippi Department of Education to begin rulemaking to create a new supplemental licensure endorsement for mild/moderate disabilities at the secondary level and to change the Principles of Learning and Teaching (PLT) assessment requirement for the special-education birth-to-kindergarten endorsement.
The commission voted to begin the Administrative Procedures Act process to add a supplemental endorsement option in "mild, moderate disabilities 7 through 12" that may be added to a valid three-year internship license or valid five-year standard license upon obtaining a passing score on the appropriate Praxis subject assessment. Miss Lipsey presented the proposal and described it as an additional licensure pathway intended to address longstanding special-education shortages in secondary grades. "This is intended to provide prospective educators with another pathway to obtain a license to serve students with disabilities at the secondary level," she said.
The commission separately approved beginning rulemaking to align the PLT pedagogy assessment for the special-education endorsement 2–11 (birth through kindergarten/early intervention). Tamika Lindsey, director of the Office of Educator Licensure, told commissioners the change replaces the currently used PLT K–6 test (code 5622) with the more appropriate PLT PreK–Grade 3 test (code 5621). The draft discontinuation/adjusted-score policy would allow candidates who passed 5622 by Aug. 31, 2025, to use that score through Aug. 31, 2027.
Motions to begin the Administrative Procedures Act process for both items were made and approved by voice vote; the transcript records that both motions "carried." The record shows Jeremy Creel moved to approve the supplemental endorsement rulemaking and Etta Taplin participated in the motion/second sequence; Aaron Wilson moved the PLT change and John Howard seconded the motion. The transcript records no roll-call tallies for either motion.
Both items proceed to the formal APA notice-and-comment and rule-adoption process; implementation dates and final test-score transition rules will be set in forthcoming rule language and published as part of that process.
