Flathead County adopts fiscal year 2025 budget amendment resolution 2618A

Flathead County commissioners opened a public hearing and adopted fiscal year 2025 budget amendment Resolution No. 2618A, approving multiple intra-fund transfers and revenue/expenditure adjustments across county departments.

Finance staff (identified in meeting material as Amy) described the amendment as largely revenue- and expenditure-neutral realignments across health department funds, intra-fund grant recognition, solid waste transfers, election grants, and other departmental adjustments. She said the packet’s “green” items were neutral moves while other lines reflected new grant awards or corrections.

Specific items noted during the discussion included a sheriff’s office unplanned capital purchase (a UTV) and other vehicle budget realignments; health department levy adjustments and rental income for a clinic; opioid settlement funds and related staffing; transportation fund adjustments tied to delayed bus deliveries; an IT firewall purchase previously approved; and a library donation recognition that added $3,000,000 in revenue and $3,006,650 in expenses to county financial statements.

Commissioners asked whether federal grant-funded items were separable from funds that might be affected by federal changes; staff said they can segregate federally funded grants and would continue to monitor. On transportation, staff cautioned that bus-replacement revenue depends on bus deliveries; if buses do not arrive in the fiscal year, the county would not receive offsetting revenue and might need to adjust contracts or accounting.

After a second and no public speakers, the commission adopted Resolution No. 2618A on a unanimous voice vote.

The resolution authorizes multiple specific budget moves as detailed in the staff packet; staff noted several items may prompt future budget amendments depending on federal funding developments and timing of capital deliveries.
