Commission approves CIP amendment, signs Johnson Controls proposal to replace animal shelter HVAC

Flathead County commissioners on April 1 approved a capital improvement program (CIP) budget amendment to fund replacement of failing mini‑split HVAC units at the county animal shelter and authorized the chair to sign a Johnson Controls ductless HVAC replacement proposal.
The animal shelter's division manager, Austin Hicks, told commissioners the replacement was carried over from last year and the amendment covers the remaining difference needed to replace office mini‑split systems. Commissioners moved and seconded consideration of the CIP amendment; the motion was approved by voice vote. Hicks then requested signature authority for the Johnson Controls proposal; commissioners moved, seconded and approved the signature motion by voice vote.
According to a commissioner question during the meeting, the additional $6,188 needed for the amendment will come from the county’s donation fund. Hicks described the work as replacing units that “need replaced” and said the amendment covers “just the difference that isn't already” budgeted.
No detailed schedule for installation or warranty terms for the Johnson Controls equipment were given in the public remarks. The motions were procedural approvals: first to amend the CIP to fund the purchase, then to sign the vendor proposal so work can proceed.
The approvals occurred at the start of the April 1 meeting; commissioners recessed briefly afterward before continuing the agenda.
