The Village of Rye Brook Board of Trustees approved a $4,500 change order on Feb. 25 to complete additional storm‑drain work at 40 Hillandale Road after a recent replacement of a failing 24‑inch pipe with a new 30‑inch storm drain.
Public works staff said crews discovered an existing homeowner connection to the old 24‑inch pipe had not been transitioned into the new main; a dye test and camera inspection verified the abandoned lateral terminated short of the new pipe. The change order authorizes Jobco Construction to reconnect the homeowner service so that the sump pump and yard drain discharge into the storm system as intended.
The homeowner at 42 Hillandale, Merle Minx, told the board she has endured persistent backyard flooding since buying the property two years ago. Minx said the replacement work left her yard compacted and muddy, and she requested assurances the yard would be restored and that future maintenance responsibility would be clear. Public works staff explained the reconnection is being made because the village inadvertently disconnected the lateral during the main replacement; they described the reestablished connection as correcting that condition.
Village officials and counsel advised the board that the homeowner’s private service line remains the homeowner’s maintenance responsibility after reconnection. Staff said they will finalize updated easement maps and can place a notation identifying the connection and maintenance responsibility on village records to aid future property owners and code enforcement.
The board approved the change order by roll call and thanked residents and staff for working on the issue.
