Rye Brook approves Bridge NY agreement, commits $1.084 million appropriation for Acura Drive culvert relining

The Rye Brook Board of Trustees on Jan. 28 approved an agreement with the New York State Department of Transportation for Bridge NY funding to design and reline two large culverts on Acura Drive, authorizing an appropriation of $1,084,000 and committing the village to advance costs for reimbursement under the program.
Chris, the village administrator, described the work as replacement/repair of two inverted culverts along Acura Drive coming out of Richmond Park. "These are the two very large inverted culverts...they have to put, these are two 60-foot pipes, that has to be redone. They have to reestablish the bottom," the administrator said. The project will require cofferdams or a bypass to manage water during construction; trustees asked for design-level assurances that construction will not worsen flooding during work.
The resolution authorizes Rye Brook to design, bid and administer the project and commits the village to pay preliminary design and construction costs upfront with the expectation of full reimbursement through Bridge NY. The board approved the appropriation of $1,084,000 from Bridge NY funding and agreed that construction must begin no later than 24 months after award and be completed within 30 months. The village also agreed to be responsible for maintenance after construction and to cover any costs that exceed the award; if costs exceed the appropriation, Rye Brook will reconvene to appropriate the excess.
Why it matters: The culverts carry stormwater from Richmond Park and have deteriorated to the point of requiring substantial remediation. The Bridge NY program provides state reimbursement for eligible costs, but the village must advance funds and meet program deadlines and conditions to secure the award.
Trustee questions focused on construction staging and flood-risk management during work; the village administrator said design and the ongoing Richmond Park study will inform mitigation plans and whether bypass pumping or cofferdams are required.
