Rye Brook hires consultant for Brook Lane stormwater study using $100,000 grant

The Rye Brook Board of Trustees on Jan. 14 accepted a proposal to hire Ramble Emeritus Engineering Services to perform engineering work on a stormwater drainage modification project in the Brook Lane area, using up to $100,000 in grant funding the village received from the New York State Homes Community Renewal Resilient Investments through Support and Capital program.
The contract acceptance follows a request for proposals that produced bids ranging from $94,000 to $498,000. Village staff and the superintendent of public works recommended Ramble Emeritus on a best-value basis, citing the firm’s experience in the Blind Brook watershed and familiarity with local data, and noting the state reviewed and approved the selection. The village will advance the consultant costs from its fiscal-year general-fund consultant account until the risk program reimburses the village in full.
The consultant’s scope will include a hydraulic and hydrologic analysis of the watershed, a benefit-cost analysis, and development of three potential remediation options. The village will pick one option and the selected alternative will be advanced to a 30% design set; the 30% package is intended to support future grant applications or funding requests for construction. Village staff said that, if funded later, further design work or construction documents would be pursued through additional grants or another procurement step.
"This proposal is pretty heavy in reconnaissance work," said Michael, the superintendent of public works. "It involves a hydraulic and hydrologic analysis of the watershed…As part of the proposal the firm will provide three best options and the village will pick one option as far as a project to move forward and that project will be brought forward to a 30% design set."
Chris, the village administrator, told the board the selection weighed the firm’s existing watershed data and prior local projects: "They have a very heavy understanding and data available to them within the watershed. The state has also reviewed all the PDE information that we have, and they've approved the hiring of this firm as well."
Trustees said the work is a step in a longer process: the 30% design will help the village apply for construction funding but does not commit the village to construction until funding is secured. The board voted to accept the proposal and authorize execution of documents subject to counsel review.
The consultant’s work and the village’s next funding requests aim to reduce the volume of stormwater that flows directly into Blind Brook north of Westchester Avenue and in the Brook Lane area, officials said. Staff said the village has been pursuing related stormwater work in other neighborhoods and would continue seeking grants and other financing for future phases.
The board approved the contract acceptance by roll call.
