Port Jervis schedules May public hearing for Tristate Commercial District overlay; council declares lead agency for SEQR

Council President Jason Vicarillo moved to schedule the hearing, to declare the council the lead agency under the State Environmental Quality Review (SEQR) regulations, and to preliminarily classify the action as a Type I SEQR matter because it “potentially impacts more than 25 acres,” the motion said. The council also referred the proposal to the Orange County Planning Department under General Municipal Law §239‑m and to the city planning board for review and comment. The motion was seconded and approved by voice vote.
City staff said a draft local law would be provided to the council in the next few days. No detailed text of the overlay or specific parcel lists were read into the record at the meeting; council members noted the need for county and city planning comments before final action.
