Port Jervis approves MHE Engineering agreement and DPW work plan for project 19627

The Port Jervis Common Council on Jan. 13 approved a short form agreement for engineering services with MHE Engineering for inventory project number 19627 and authorized execution of the agreement to satisfy requirements of New York State funding agencies.
Under the resolution, the mayor or deputy mayor (or designee) is authorized to execute two originals of the agreement; the city clerk will retain a fully executed copy and provide certified copies as needed to the New York State Department of Health and the New York State Environmental Facilities Corporation (EFC) for grant processing. The council also approved an administrative force account work plan authorizing additional work and payment to designated DPW staff for phases of the project.
Both measures were moved and seconded and approved by voice vote. Council members stated they had reviewed the plan with city staff and the city's engineers and were satisfied with the schedule.
Separately, the council accepted with regret the retirement letter of Kevin DeGroat, foreman at the Department of Public Works, effective Jan. 30, 2025. The council approved accepting his resignation by voice vote.
Council members said the MHE procurement and the administrative work plan are part of the city's process to close state project financing with the NYS EFC and NYS DOH.
The motion instructs staff to retain original documents and to provide state agencies with copies as required for the financing and grant-closing process.
