Council members said structural engineers found an existing retaining wall near the track is at the end of its useful life and is restricting the track’s regulation size. Staff described a plan to remove the failing wall, regrade the hillside and construct tiered retaining walls. The proposed acquisition would clear title and remove a previously filed lien: staff said the city had a $30,000 judgment and lien against the parcel and would lift that lien in exchange for the $1 sale.
City staff and the solicitor said the work—including geotechnical and environmental analyses, structural engineering and construction—will be funded through the new high school bond project. Staff told the council the high school project remains on schedule and on budget overall, and that the track-related work is covered by the school's bond funding (the presentation stated roughly 98.4% state support for the school bond program). Council approved the authorization by voice vote; the record shows the chair recorded an aye and the motion passed.
Councilmembers discussed resident concerns about hillside stability and driveway shifting at the bottom of Brook Street. Staff said the design will include a combination of retaining walls and engineering studies to protect homes and the street. The resolution authorizes acquisition and directs staff to proceed with required analyses and coordination with the school project team.
