A parole panel at Raymond Laborde Correctional Facility voted to grant parole to Dolph Finley, conditioned on completing a DOC long-term substance-abuse program and securing an approved residence plan.
Finley told the panel he committed the offense during active addiction and said he had grown and learned while incarcerated. Staff said Finley had been at the facility since 2016, had not had a disciplinary write-up since 2004 and had completed his GED and prerelease coursework; staff recommended further programming before release. Panel members emphasized the need for substance-abuse treatment and an approved place to live before a supervised release is carried out.
The panel directed that Finley be recommended to the DOC Steve Hall substance-abuse program and to take victim-awareness and anger-management classes while enrolled. Panel members said Finley would be given six to nine months in the program to secure an approved residence plan; release would occur only after the residence check and program completion were confirmed.
Panel members welcomed his improved institutional conduct but noted law-enforcement opposition and the need for verifiable post-release housing. The panel granted parole contingent on the program and an approved residence plan; staff were instructed to help with placement and to report back when conditions are satisfied.
