Panel reinstates parole for Jabari Harrell with no-contact and anger-management conditions

The Committee on Parole voted to reinstate the parole of Jabari Harrell (DOC 565504) at a March hearing held from the Warren office location and Baton Rouge headquarters. The panel found Harrell guilty of failing to make supervision payments but not guilty of two more serious allegations and imposed conditions as part of reinstatement.
Harrell pleaded not guilty to two allegations of criminal conduct that are recorded as having been dismissed or are contested; he pleaded guilty to failing to make supervision payments (15 payments behind, reported at $945). Harrell told the panel that one alleged victim later signed an affidavit saying she had filed false strangulation charges, and he provided that affidavit for the record. Harrell said he had been detained about 11 months on that matter and had no new convictions arising from the stop in Livingston Parish he described.
Panel members expressed concern about Harrell’s associations but also noted his efforts to contact the sheriff and to supply supporting statements. One committee member said Harrell’s immediate outreach to law enforcement and submission of affidavits “goes a long way.” The panel voted to reinstate parole and added two express conditions: no contact with the alleged victim, Alyssa Dyson, and completion of an anger-management class. The committee also recorded that Harrell must begin making payments toward his supervision fees on reporting.
