Parole board denies Marvell Carter; members say complete STEP program before reconsideration

The Committee on Parole denied Marvell Carter’s request for parole at a March 26 hearing in Franklin Parish, citing the board’s preference that he complete the prison STEP program and prerelease programming before release.

The board said Carter, who pleaded guilty to manslaughter and has been incarcerated since 2018, has shown remorse and taken multiple in‑custody classes but should finish the STEP prerelease curriculum before being released. Acting Chair Pete Freeman and two other members voted to deny; board members who spoke said completion of STEP would strengthen any future application.

Carter told the panel he was defending his girlfriend and her child when the fatal incident occurred and apologized to the victim’s family. He described taking counseling and behavior classes in custody and said he has housing, employment prospects and a support network waiting on release. Family members — including his grandmother, aunt and mother — testified in support, describing his church background and community involvement.

Board members acknowledged Carter’s participation in programming and his family support but said the STEP program remains incomplete and that finishing that program and pre‑release steps is important to reduce risk and prepare for reentry. Member comments noted the board’s routine view that completing STEP and prerelease increases the chance of success at reentry.

Outcome: the board voted to deny parole. Members said Carter may reapply after completing the STEP program and prerelease requirements.
