City Attorney Wheeler and staff confirmed a resolution could be used to change the membership number and indicated an ordinance change would be required to add an official alternate; staff offered to draft the appropriate documents. Board members recommended a policy where missing three meetings in a year (with the board meeting six times a year under a proposed every-other-month schedule) would trigger review of membership status.
Council members supported the approach, asking staff to draft language for the resolution and an attendance policy. The council also discussed logistics for remote participation and suggested procuring a dedicated device for the board to use if needed for video conferencing.
