Council votes: ordinances on butcher shops and rezone pass; subdivision plan and seasonal hires approved

The Dell Rapids City Council on March 3 approved multiple routine and regulatory items in a series of votes.
On two second readings the council adopted Ordinance 941, which adds meat markets and butcher shops as conditional uses (requiring a conditional-use permit) in specified districts, and Ordinance 942, rezoning the south half of a vacated alley and Lot 12 in Block 19 (behind the former 76 gas station) from I-2 general industrial to B-2 general business for applicant Brian Nelson. Sheldon Jensen, community development director, told the council the ordinances simply add conditional-use status for meat markets and noted conditions tied to the rezone, including a required drainage analysis and an access agreement if the building orientation affects neighboring drainage.
The council also accepted a preliminary subdivision plan for Lot 2 of Feagin Development Park, which proposes subdividing an existing 1.98-acre parcel into three lots (two roughly 0.5 acre and one roughly 0.75 acre), with shared access easements and a private water and sewer easement required to extend utilities from Garfield Avenue at the applicant's expense. Jensen said city engineers reviewed the plan and recommended approval; the planning commission had unanimously recommended approval.
In personnel business the council approved returning seasonal hires: Jessica Hendrickson as pool manager at $19.50 per hour and Martin Blath as the rubble-site monitor at $17.50 per hour. City staff said remaining seasonal positions will be filled after applications and interviews, with final rosters returned to the council.
Motions were made and seconded for the ordinances and subdivision; ordinances were passed by roll call and the subdivision and personnel hires were approved by voice votes. Councilmember Wendy Nelson moved the second reading approval of Ordinance 941; Chuck Jones and others recorded affirmative roll-call votes. Ordinance 942 passed on second reading by roll call after Jensen described conditional-use and drainage requirements. The preliminary subdivision acceptance was moved by Councilmember Hawk and seconded by Bob; the vote carried by voice.
Other business included routine consent-agenda approval and scheduling for upcoming meetings and elections.
