Council approves first reading to allow small-scale butcher shops in commercial and light-industrial zones

The Dell Rapids City Council on first reading approved ordinance 9-41, an amendment to the city’s revised zoning ordinance that would add a conditional-use category to allow small retail butcher shops in general business, central business and light industrial districts.

Sheldon Jensen, community development director, told the council the change is intended to allow small-scale custom meat processing without forcing property owners to pursue spot rezoning to heavy industrial. Jensen said the ordinance text limits slaughtering to a maximum of five livestock per day (not counting wild game), requires a retail storefront, prohibits outdoor keeping of animals, requires off-street unloading, and mandates acceptable manure and indoor byproduct storage consistent with state and U.S. Department of Agriculture requirements.

The amendment was drafted with assistance from the regional council of governments and modeled on a recent ordinance adopted in Lenox, Jensen said, and was recommended unanimously by the planning commission on Feb. 11. He said applicants would still need a conditional-use permit from the planning commission before opening.
