The Dell Rapids City Council approved a special one-day license allowing Norby’s to sell alcoholic beverages at a fundraiser hosted by the Dell Rapids Baseball Association at the Dell Rapids American Legion on Feb. 22, 2025. Claire, the city finance officer, told the council the applicant has paid the $100 fee and recommended approval.
The council heard an explanation of the licensing rule cited by staff — identified in the meeting as SCCL 35 4 1 24 (and referenced in the staff memo as SCCL 34 4 1 24) — which on its face allows holders of on-sale or retail malt beverage licenses or operating agreements to apply for a one-day special event license and gives the local governing body authority to establish rules limiting operation and the number of licenses per person in a calendar year. Claire said city practice requires a public hearing before issuing a special license.
Councilmember Wendy moved to approve the special one-day license for Norby’s; Councilmember Chuck seconded the motion. The council voted in favor, and the motion carried.
The finance officer noted that Danielle (listed in the staff report) paid the $100 fee. Staff said the state determines whether an organization qualifies as “civic” or “charitable” for purposes of eligibility; when an organization is new to the city, staff checks with the state before issuing the license.
No public opposition or additional conditions were recorded during the hearing.
