Council discussion: Graybill turn lane, Maslin Road ODOT resurfacing, Mount Pleasant roundabout and speed-limit request

Council members discussed multiple transportation projects during committee reports at the April 8 meeting, including a proposed turn lane at Green Elementary, a state resurfacing on Maslin Road that includes city-funded sidewalk and curb improvements, an intergovernmental agreement to build a roundabout at Mount Pleasant and Arlington, and a formal request to the Ohio Department of Transportation to consider reducing a speed limit on State Route 241.

The Graybill Road turn-lane project (resolution 2025-R12) was described in committee as a westbound left-turn lane into Green Elementary. The low bid for construction was $191,301, with an engineer—s estimate of $190,000; council documents show the legislation would authorize $210,431 to include a 10% contingency. The item was on second reading and the committee asked for additional time.

Council reported that the Maslin Road resurfacing project (amended resolution 2025-R13) is a state-led Ohio Department of Transportation project covering most of Green—s portion of State Route 241 and some work in Springfield Township. The project is primarily federal- and state-funded, but the city is adding local work such as sidewalks, curb ramps and partial-depth pavement replacement. Green—s total local share was reported as $619,944; the committee vote added $185,000 from a city 201 fund to reach that total. The item was on second reading and committee requested time for further consideration.

Council discussed a proposed agreement with Jackson Township for a roundabout at Mount Pleasant and Arlington (resolution 2024-R14). Committee members said federal funds of $3.6 million are committed toward an estimated $4.0 million project; the remaining cost would be split 50/50 between Jackson Township and the City of Green, with the city maintaining control of planning, design and construction supervision and invoicing Jackson Township for its share. The design phase was described as already started, with construction likely beginning in 2027 and completing in 2028.

Council also reviewed resolution 2025-R15, a request to the ODOT director to set a prima facie speed limit on SR 241 (Maslin Road) between Jacklyn Drive and Greenbrook Road. A traffic study recommended reducing the posted speed from 45 mph to 40 mph for that section; city staff agreed to consult with ODOT about the possibility of extending a consistent reduced limit farther south for continuity. The committee asked city engineer Paul Pickett to follow up and return with an update.

Discussion points included safety (two fatalities at the Arlington/Mount Pleasant intersection were mentioned), coordination with ODOT and the timing and funding splits for intergovernmental work. Several items remain on second reading or were granted additional time by council for follow-up.
