Council authorizes biennial grass-cutting and yard-cleanup bidding to ready spring program

Euclid City Council on Feb. 18 adopted an emergency ordinance authorizing the mayor or her designee to advertise for bids and enter into a contract for the city’s grass-cutting and yard-cleanup program. The contract will hire contractors to mow properties that are not maintained and to remove nuisance yard debris.
Administration representatives said the program is bid every two years; approval as an emergency measure was to permit the city to advertise promptly, open bids and have contractors in place in time for the spring mowing season (targeting April). The city said it requires contractors to blow clippings off sidewalks back into yards but does not require raking up grass clippings; staff said they will enforce performance expectations during contract oversight.
Council moved to suspend rules and forego second and third readings and adopted the emergency ordinance at the Feb. 18 meeting. The administration said it expects to have contractors selected by March.
