Berea council refers DeGeronimo 'Bria Stage 2' PUD to planning commission

Berea City Council on April 7 voted to refer Ordinance 4-1, a request from DeGeronimo Development (an affiliate of Bridal Mixed Use Project LLC) to rezone a downtown parcel as Planned Unit Development District 46 (Bria Stage 2), to the city’s Planning Commission for public review and recommendation.
The referral starts the next step of the PUD process; the council’s motion to send the proposal to the Planning Commission was made by Mr. Dosher and seconded by Mr. Zacharias and carried on recorded voice votes. Notices will be mailed to property owners within 200 feet; the Planning Commission is scheduled to hold the first public hearing on May 1 at 7 p.m. in the council chamber.
The preliminary filing presented to council covers what the administration described as “Stage 2, Phase A” work, which includes road-related components such as the relocation of Second Avenue. The administration told council that additional roadway changes — including possible work and a potential closure or modification of Pearl Street and intersection work at First Avenue — are set for a later subphase (Phase B). A city staff member summarized the filing to council as: “This is what they're calling at the week stage 2 phase a. So this includes the relocation of the the plan relocation of Second Avenue.”
Members of the public asked whether Pearl Street would be closed as part of the project. A resident, Phil Henry, said he had expected more detail since earlier presentations and asked whether the developer’s current materials still reflect the same plans presented months earlier. The administration said it had requested that the developer include a scenario showing Pearl Street closed; if the developer does not propose closure the city retains authority to close the street later. The administration also said a bound set of plans is available for review in the council office.
Council members and staff emphasized that the PUD review will be multi-step: the developer previously received PUD Stage 1 approval for the overall project, and Stage 2 is being split into Phase A and Phase B to match construction sequencing (hotel, stadium, apartments and associated infrastructure). The administration told council it expects more appearances and materials before Planning Commission and that planning will post the hearing schedule and make filings available to the public.
Planning Commission will hold the initial hearing on May 1 at 7 p.m.; council members were urged to attend if they wish to speak to the commission in advance of any second-reading action by council.
