Norwalk City Council adopts taxi franchise, approves loan application and waives Habitat fees; moves to executive session

The Norwalk City Council on an evening meeting approved a package of routine and project-related measures, including an ordinance granting a taxicab franchise to Shelly Reineck, doing business as GT Cab Company; a resolution authorizing submission of an application to the Ohio Environmental Protection Agency (OEPA) Water Pollution Control Loan Fund (WPCLF) for a wastewater treatment plant upgrade; and a resolution waiving administrative building and hookup fees for Firelands Habitat for Humanity’s proposed home at 12 Spring Street. Council also approved routine agenda items and minutes and adjourned into an executive session to discuss pending and threatened litigation.
The measures were adopted by unanimous roll call votes of members present. The taxi-franchise ordinance was moved by Council Member Lamb and seconded by Council Member Duncan and carried on a roll call vote with Council Members Duncan, Dowdy, Lukel, Lamb, Shum and Fow recorded as voting yes; Mrs. Wilhelm was excused. The WPCLF resolution was moved by Council Member Dowdy, seconded by Council Member Duncan and passed by the same recorded yes votes. The fee-waiver resolution for Firelands Habitat for Humanity was moved by Council Member Duncan and seconded by Council Member Lamb; Council Member Lukel asked a clarifying question during discussion about the total administrative fees involved and was told the fee amount was $600.
The council approved procedural items earlier in the meeting: a motion by Council Member Duncan, seconded by Council Member Dowdy, to excuse Council Member Wilhelm was approved by roll call. The agenda and the minutes of the March 18 and March 25 meetings were each approved by motion and roll call.
Before adjourning the regular session, the Law Director requested an executive session to discuss pending and threatened litigation with no business to follow; Council Member Shum moved to enter executive session, seconded by Council Member Lukel, and the motion passed by roll call. The chair then adjourned the public session so staff and guests could depart.
