The Rockdale County Board of Commissioners on April 8 approved a series of routine contract items, easement approvals, memoranda of understanding for emergency sheltering, and volunteer appointments.
Items approved on the consent portion of the agenda included: - A Comcast Enterprise Services contract for an Ethernet network interface and basic bandwidth for the county water treatment system: $695.87 per month for 60 months, total $41,752.20; charged to the water enterprise fund (agenda item 2025‑158). - Change order No. 2 to contract 2022‑145 for the De Castro Trailhead Nature Center and Pavilion, including recording a limitation-of-use affidavit with county property records (agenda item 2025‑159; signature only). - Permanent right-of-way easement with Snapping Shoals EMC to provide power to residents at 2675 Philadelphia Road (agenda item 2025‑160). - Memoranda of understanding with four faith-based facilities (Conyers First Methodist Church, First Baptist Church of Conyers, Springfield Baptist Church and Kent Westminster) to serve as emergency shelters, including temporary pet sheltering; agreements auto-renew annually and carry no county cost (agenda items 2025‑161 through 2025‑164). - An intergovernmental agreement with Georgia State University to provide mental-health consulting services to the sheriff’s office, intended to support the jail’s mental-health unit (agenda item 2025‑165). - Subscription for AccuRent virtual crime‑center software from LexisNexis Risk Solutions for the sheriff’s office: $22,450 per year, term 05/01/2025–04/30/2026 (agenda item 2025‑166; general fund, budgeted). - A memorandum of understanding with the Georgia Veterans Memorial Foundation to coordinate the Walk of Heroes memorial in Black Shoals Park, with the county responsible for utilities, maintenance and insurance (agenda item 2025‑167). - A renewal requisition with Aptera Solutions Inc. for easement clearing through the Water Resources Department, amount not to exceed $250,000 (agenda item 2025‑170).
The board also approved multiple UDO text amendments (see separate article) and several rezoning/future land‑use applications on second reading (including the amendment of a future land‑use designation for 2200 Frontier Drive NW to Office/Institutional and corresponding zoning changes). The board appointed five members to the newly formed county planning commission with staggered terms.
Votes and procedure: These consent and contract items were presented as budgeted and routine; motions to approve carried on the record with the board voting in the affirmative.
