Urbana City Council approved Resolution 2709-25 Tuesday to accept the Tax Incentive Review Council’s (TIRC/TURC) March 6, 2025 report on the status of enterprise zone and community reinvestment area agreements.
City staff summarized the TIRC meeting results, saying the majority of companies under agreement were complying with their commitments. Staff flagged one case — Phoenix BTS LLC / Navistar — where production volumes had not met original targets; staff and the company have negotiated an amendment that the TIRC plans to review and the school board is expected to consider in April. Staff said they will return to council to amend the city agreement consistent with any approved school-board amendment.
Councilmembers at the meeting praised the companies that were meeting their commitments and noted that staff had been diligent in reviewing compliance. Council approved the resolution by roll call.
The resolution accepts the TIRC report and the council recorded approval to proceed with the next administrative steps, including returning to council for any formal agreement amendments that result from TIRC or school-board actions.
