Galion committee debates reading a quarterly council conduct statement, agrees to take proposal to full council

A Galion City Council ordinance committee debated a proposed statement for council members on April 7, 2025, and agreed to continue the item and forward the draft to full council for placement within the council rules.

Committee members spent the bulk of the meeting discussing a short statement drafted to remind members to “act in the public interest, maintain a respectful atmosphere during meetings, comply with laws, [and] ensure all actions and decisions foster accountability,” according to the version read into the record by a committee member. The draft includes a proposal that the statement be read quarterly.

The discussion centered on whether a formal reading is necessary and where the statement would sit within existing council rules. Some committee members said the values are already covered by the Ohio Revised Code and existing council rules, and they asked for specific examples of misconduct to justify adding a recurring reading. Others said a quarterly reading would be a brief, public reminder of officials’ responsibilities and would reassure residents that the council intends to hold itself to a standard of conduct.

Committee members acknowledged that adopting the statement as a preamble or a rule would affect whether it must be read each quarter. Several members said they want the committee to identify where in the council rules the statement would fit and to provide the full council with the draft and the research that informed it. The committee chair said staff will bring the council rules to the next committee meeting so members can decide placement and required frequency for reading the statement.

Outcome: The committee agreed to continue the matter to the next committee meeting so members can review the council rules and decide where, if at all, to place the statement and whether to require a quarterly reading. No formal vote on a rule change or adoption of the statement was recorded during the April 7 meeting.

The committee scheduled a continuation of this item for a future meeting and directed staff to supply the relevant council rules and background materials so the committee can prepare a recommendation for full council consideration.
