Barnes told the committee the grant requires no city cash match and that the award already had been made to the city.
Barnes described the upgrade as completing a multi‑year shift from large rooftop antennas to a network that uses dedicated radio towers and cellular-like connections; the change improves reception in basements, libraries and other signal‑challenged locations. Barnes told members the award amount requested included approximately $99,000 for equipment and about $2,040 for annual user fees, which the city had anticipated in its budget.
A committee member moved to send Ordinance 2025‑4 to the full council; another member seconded the motion and the motion passed. The committee did not record individual roll-call votes in the transcript.
