Transfer of sale proceeds to CEDC: The Board approved a resolution to transfer proceeds of a prior sale to the Columbia Economic Development Corporation (CEDC) to be held in reserve for future projects. The CDC staff said this transfer allowed the county to have funds available for future IDA projects and that the IDA typically retains one percent of project fees.
Microenterprise grant management amendment: Supervisors authorized amending county agreements so the Columbia County Development Corporation can manage a second $300,000 tranche of the Office of Community Renewal microenterprise grant and collect the management fee. The CDC previously managed the first tranche and asked to be retained as the subrecipient manager for the second tranche; supervisors approved the amendment.
Germantown solar PILOT authorization: The Board authorized the chairman to execute a PILOT agreement for a solar project in the town of Germantown, contingent on town and school district approvals. The CDC staff summarized the county’s approach for small solar projects (5 megawatts or less), which splits payments among taxing jurisdictions and uses a per‑megawatt payment that the county had increased to $4,500 per megawatt for these smaller projects. Supervisors approved the motion by voice vote.
