County health department seeks local law for on-site wastewater policy, approves program contracts and staffing moves

Columbia County Health Department staff told the Health and Human Services Committee on March 18 that the department had drafted an on-site waste facilities management and disposal policy to supplement the New York State Sanitary Code and asked the committee to schedule a public hearing and consider adopting it as a local law.
The committee voted to forward the measure to the full County Board for a public hearing April 9 and approved several related administrative items, including an award for supplies for the department's Healthy Neighborhoods program and personnel actions to fill an open service coordinator post and a cook position in the Office for the Aging.
The wastewater policy, drafted with the county engineer, was presented as a local supplement to state sanitation rules to address county-specific needs. Committee members agreed the proposed local-law approach would provide transparency and a formal enforcement structure; the committee approved scheduling the public hearing and adopting the local law following the public process.
On program spending, the committee authorized the public health director to award the Healthy Neighborhoods supply contract to A. Phillips Hardware for a one-year term with two optional one-year extensions. The committee also approved a personnel refill for a service coordinator (position vacated March 7) and a request to transfer personnel expenses into the correct 2024 grant personnel line to balance that grant’s budget.
Separately, the committee authorized a contract with the Columbia County Healthcare Consortium for implementation support of the county's Community Health Improvement Plan for 2025, for an amount not to exceed $5,000; and it approved contracting with Jessica Flanagan, an occupational therapist, to provide early intervention and preschool services where providers are scarce.
No committee member objected to the actions as presented. Several supervisors asked the department to coordinate with the county attorney and county engineer before final adoption of the wastewater local law and to continue communicating with state partners about program changes that could affect county service demand.
The committee's approvals were procedural authorizations: they moved staffing refills, small contract awards and grant-account transfers to finalize operations and preserve grant compliance while the proposed wastewater local law proceeds to public hearing.
The County will hold the public hearing on the on-site waste facilities management and disposal local law at the full board meeting on April 9, 2025; contract and personnel actions are effective as processed by the department and county finance.
