District reverts to 2020 Title IX procedures after court ruling; records-retention and GPA policy updates explained

Missus Latour said the U.S. Department of Education’s Office for Civil Rights has indicated it will enforce Title IX under the 2020 rule while OCR reviews the legal changes; the district also received legal guidance from its counsel (Shipman & Goodwin) and from Connecticut officials and has updated its website to reflect the reversion. Latour said the district had previously adopted the personnel and student versions of the 2024 Title IX procedures in August and is now restoring the earlier 2020 procedures “effective immediately.”
The committee also reviewed a proposed revision to the district’s records retention and disposition policy and regulation. Latour said the draft updates reflect guidance issued by the Connecticut State Library Office of the Public Records Administrator (OPRA) on June 4, 2024, and clarify procedures for disposition of original source records that have been digitized and for ongoing digitization-and-disposition processes. She noted updated legal references were included in the revision.
Separately, the committee reviewed a change to the weighted-grading and GPA calculation policy (policy 6146.11) that aligns district language with changes in Connecticut’s automatic admissions program under Public Act 24‑47; Latour said the policy now uses unweighted GPA rather than class rank as the CAP determinant and that legal references were updated. Latour also reported that a confidentiality and access-to-education-records policy (policy 5125) remains under review at the policy committee level because it references the (now-reverted) 2024 Title IX language.
No formal policy votes were recorded in the committee discussion. Latour said the district posted the Title IX reversion and other updates on the website and that the policy committee will continue to review the records and confidentiality language as needed.
