The Pennington County Planning Commission on April 14 approved multiple staff-recommended permits and rezonings and continued one planned-unit-development overlay application to May 12 for further floodplain analysis.
The commission approved the consent agenda items 4–13 (with item 11 handled separately) on single motions following staff presentations and brief discussion. Approvals on the consent agenda included multiple conditional-use permit (CUR) reviews for vacation home rentals and accessory structures, telecommunications facility permit reviews, and planned-unit-development (PUD) overlay recommendations as listed in the staff packet.
Other individual actions taken during the meeting included: approval of conditional use permit COCU25-0006 to allow an illuminated on-premise sign within 1,500 feet of a residential zoning district with seven conditions; approval of lot line adjustment plat COLLA25-0002 for two Wildhorse Court parcels with conditions; approval of Planned Unit Development Overlay COPU25-0002 (Hinterwood LLC specialty resort) with 23 conditions; approval of comprehensive plan amendment COCA25-0002 and rezone CORZ25-0003 covering a 12.57-acre property on Highway 16A; and approval of rezone CORZ25-0002 for the Mills property (5768 Sparrowhawk Trail). The commission also un-tabled and approved item 17 after previously tabling it earlier in the meeting.
One major action was a continuance: agenda item COPU25-0001, a PUD overlay application for a specialty resort on Silver Creek Road (7.17 acres), was continued to May 12 after extensive public comment and staff concerns about possible wetlands and a potential floodplain conflict. Staff recommended conditions addressing floodplain mapping, wetlands permitting, wildfire/burning restrictions and access improvements; the commission opted to continue the item to allow the applicant to provide a fuller floodplain analysis and updated site plans.
