Staff said rental provides operational flexibility; earlier questions about the term length led staff to add explicit three‑year language to the motion and agenda for the afternoon business meeting. No formal vote on the contract award was recorded in the work session; staff said the item will be presented on the business agenda with modified motion language that includes the three‑year term.
