Resident warns skylight leaks after roof work, urges building-department file review

Resident Randall Koehler told the Village of Cary Board of Trustees on April 15 that two of his three skylights began leaking after his roof was replaced and that the contractor did not use manufacturer-recommended flashings.
Koehler said he contacted the building department before the inspection but that his concern was recorded in the file and “it was never looked at. It was never rejected.” He told trustees he fears other residents who had roofs done in the same timeframe may have similar problems.
“Never did that before I had my roof redone,” Koehler said, describing the leaks. “I’ve got 3 skylights. Of those 3 skylights, 2 of them leak when it rains.” He also said the installer took “shortcuts” that he believes violated installation requirements.
Koehler cited the International Residential Building Code’s requirement that products be installed according to the manufacturer’s specifications and said the flashings recommended by the skylight manufacturer were not used. He urged the building department to search its files and identify other homes that received similar work so residents can be notified.
The board did not make a formal decision on the matter during the meeting. The transcript records that Koehler had raised the issue to the building department before inspection and that the concern appears in the file, but no follow-up action or staff report was presented at the meeting.
The comments came during the open forum portion of the meeting and were limited to citizen remarks; no staff representative reported a corrective plan on April 15. That means any enforcement, inspection re-check, or contractor follow-up would require separate staff action or an agenda item at a future meeting.
