Kathy Funk Baxter, finance director, asked the board to approve a resolution establishing a $500 petty-cash fund for the Hall of Justice cafe to enable cash transactions.
Funk Baxter said the cafe has been operating on card-only sales and staff have received customer complaints. She said the county procured a safe and has procedures in place following treasurer policy for petty-cash handling and end-of-day reconciliation. “We have a secure storage room… and my department will be recording the miscellaneous receipt and reconciling,” she said.
Operational notes: Commissioners asked how many complaints had been logged and Funk Baxter estimated “maybe 3 or 4 a day” during the cafe’s first two weeks of operation. Commissioners and staff said the goal is for the cafe to break even and to provide service to visitors; one commissioner said the petty-cash approach would support that objective.
