Library Ramp Reconstruction: Commission Accepts Low Base Bid, Plans Supplemental Appropriation

Staff reported seven bidders; base bids ranged from about $58,980 to $277,201. Keselut Excavation submitted the low base bid (approximately $59,000). The commission approved awarding the base bid only and did not accept the alternates.
Jamieson explained the project history: it had been bid twice last year with bids exceeding budget, then rebid in February with more competitive results. The city separated several alternates from the base bid, including an alternate to install a boiler and controls for hydronic heat tubing in the ramps (alternate 1), and alternates for unlighted and lighted handrails (alternates 2 and 3). Staff recommended awarding the base bid only and noted that some alternate work — for example, purchasing a boiler or fabricating unlighted handrails — might be done by city staff to reduce costs.
Budget background: staff said $30,000 remains in the current line item and last year’s budgeted amount was $50,000; the low base bid will exceed available funds and the project will need a supplemental appropriation. Jamieson said the city had received at least $20,000 in a grant from the American Library Association and staff had submitted another application that is pending. Staff estimated that adding city labor and potential grant funds could narrow the gap.
A motion to accept the base bid from Keselut Excavation (about $58,980) and not accept alternates passed by voice vote.
