The Madison City Commission voted to approve a permanent drainage easement with the South Dakota Board of Regents to allow stormwater from Dakota State Universityathletic facilities to flow across Division Avenue to the creek by Jerry Maloney Park.
Jamieson, a city staff member who introduced the item, said the easement covers drainage from the universityathletic facility and the flow travels "all the way over to the creek, which is by Jerry Maloney Park." He said the drainage is expected only in larger rain events and that it is routed from retention ponds.
Mayor Lindsay added that the system "does have metered water," and said the metering should prevent more runoff from entering the creek than would flow without the easement. When a commissioner asked whether the flow was via retention pond, staff confirmed that it was.
Commissioners moved and seconded the item and voted in favor. The mayor called for the ayes, and the motion carried.
The easement applies to city-owned property at Jerry Maloney Park. City staff said they do not expect continuous flow under normal conditions and emphasized that the metering will limit discharge in storm events. No additional engineering details, recorded conditions on maintenance, or compensation were specified in the meeting record.
