Resident urges Morrow County to act on Columbia Development Authority concerns

During the public‑comment period, Sue Oliver of north Morrow County addressed the Board of Commissioners to urge immediate county action concerning governance and operations at the Columbia Development Authority (CDA). Oliver said she had previously asked commissioners to place the item on an agenda and that correspondence from the chair advised the county should not act until the legal landscape is clarified.
Oliver said that approach is insufficient. She told commissioners she had “received credible information that there is some things going very wrong at the CDA board” and that the CDA lacks bylaws, regular meeting dates, and consistent budget or contract procedures. Oliver said she wants the county to use its authority under the February 2014 intergovernmental agreement and consider replacing the county’s CDA representative if necessary.
Oliver said she will continue to raise the issue at commission meetings and intends to contact other signatories to the intergovernmental agreement, including the Port of Morrow, Port of Umatilla, Umatilla County and tribal representatives.
