City staff explained that initial plans included a landscape retaining wall to make slopes more maintainable. After bids, FEMA requested a new no-rise certification for the proposed embankment modification; completing that certification could have delayed the project by months. To avoid the delay, staff proposed restoring site grades to their previous condition and removing the landscape retaining wall from the scope, which reduces cost by $124,000. The commission approved the change order by voice vote.
