Madison outlines water, electric and airport upgrades and flood-mitigation options

A City official provided a broad update on Madison's infrastructure projects, saying the city has replaced key water and sewer mains, built a new 750,000-gallon water tank and connected to the Lewis and Clark line to add capacity while planning electrical and airport upgrades.
The official said the city's recent utility work has reduced older cast-iron water mains from about 35 miles to less than 17 miles and that the Lewis and Clark connection allows the city to "pull an additional 1,000,000 gallons of water a day." They added that the city mixes 30% from the Lewis and Clark line with 70% from existing wells to keep water fresh and available for "economic growth."
The update listed replacement totals: about 18.5% of the city's street surface asphalt replaced; roughly 12.5% of sewer mains replaced (described as "6 out of the 46.5 miles"); and 20% of water lines replaced ("10 out of the 50 miles"). The official also said 9,100 feet of overhead electric lines have been converted to underground wiring to improve storm resilience.
On electric-generation infrastructure, the official noted control-system upgrades at the generation plant and said the Western Area Power Administration upgrade requires substation improvements, including a full reconstruction of the Green Substation near the Prairie Playhouse and upgrades at the Southeast Substation.
Airport work planned includes hangar and apron reconstruction, taxi-lane reconstruction and repaving of aging asphalt. Street projects highlighted included North Eagan Avenue and a jointly owned bypass with Lake County that the city hopes to rebuild if grant funding comes through; once rebuilt, the city said it would take ownership of the bypass.
On flood mitigation, the official said the U.S. Army Corps of Engineers completed a "section 2 22 study" that identified options and that the next step would be a Corps "section 2 0 5 study" to explore smaller retention-pond options north of town rather than one large reservoir. The official explained the purpose: "we need to come up with ways of slowing the water down before it arrives in town" to avoid passing problems to downstream communities.
The official framed the combined projects as improving safety, water quality and capacity for residents and for anticipated economic growth and said some work was deliberately scheduled for winter months to avoid working in rushing spring waters.
