City awards design agreement for Blanche Avenue sinkhole repair, will replace sewer manhole and water main

The Madison City Commission approved a professional services agreement with Banner and Associates for the Segment 9 street and utility improvement project at the Blanche Avenue and Northwest Fifth Street intersection, not to exceed $57,425.
City staff reported a sinkhole developed at the intersection in May that required a temporary closure and patching. Investigation showed the problem requires more than surface repair: staff said a new sanitary sewer manhole will be needed and the water main will require removal and replacement. The approved agreement covers topo survey, design development, environmental reviews, drainage and roadway design, utility design, bid letting, construction staking and construction observation.
Staff said the work is intended to prevent a recurrence of the sinkhole becoming an emergency repair and recommended Banner and Associates from the DOT retainer list based on prior satisfactory work. The commission approved the agreement by voice vote.
